Abstract

The literature on communicative logics in (international) negotiation systems draws mainly upon interest conflicts. Value conflicts, which are particularly prominent in technology and environmental issues, have not been subject to political scientists’ interest so far. We argue in this paper that in value conflicts which are not characterized by dogmatism and violent eruptions a specific communication mode emerges that cannot be reduced to bargaining or arguing. This is because many (even though not all) value conflicts are carried out under the generalized expectation of disagreement which devaluates the usual tools of building compromises or consensus (power, truth).
